- AddDesc [filename]

- DESCRIPTION
- AddDesc is a short utility for letting the user enter his own
- description after uploading file, instead of forcing the sysop to
- do it for it. It also updates the file's date to match uploading
- time (or the time adddesc touches it, to be more precise).

- AddDesc has two primary purposes: as a subprogram called by Vector
- for entering file descriptions, and as a convinient way for
- the sysop to add descriptions as well as overwrite or change them
- (which normal users cannot do). Sysops may also enter a
- filename manually, for normal users the filename must be given as
- an argument.

- since DICE's docs never mention it...

- BUGS
- If the filename has a space in it and is given as an argument, it
- must have quotes around it. Vector handles this automatically.
